This book is a translation of 《Russia-China : the Eastern Border that Appears in Documents and Facts》, an independent research report by B.I. Tkachenko, a territory and border specialist living in Vladivostok. Tkachenko's book in principle represents the knowledge and understanding of the far eastern region of Russia. Interestingly, Moscow (central) and far eastern area (regional) are clearly contrasted in their positions for or against the agreement made with China on their eastern borders in 2005. While Moscow understands that the agreement reflects the country's macroscopic, future-oriented and strategic 'national interests', the Far East disparages the agreement saying that it was wrong. Tkachenko's consistent position is that Russia did not have to yield the land and rivers, waterways and territorial sky whose dominion had already been secured by the country. Tkachenko's research sets an excellent example in that the author - during the process of research and analysis - has not only paid thorough attention in collecting materials and documents on the subject but also found out relevant people and conducted in-depth interviews with them. However, one should also highly assess the objectives and basis for territory and border policies of Russia which had been established by its central government in order to raise the country's status in a new world after the cold war. It is because there is an insight there for transnational cooperation and friendship over the 'pre-modern nature' of nation states. This book will be an interesting example to show how the central and regional governments can be different about border agreements between nations.
